Provides that any medium that publishes an advertisement by an unregistered locksmith for the provision of locksmith services after being notified by the Criminal Justices Services Board that such person is unregistered is guilty of a Class 1 misdemeanor and may be subject to a maximum civil monetary penalty of $2,500. Venue for a prosecution of this crime lies in the jurisdiction where the unlawful act occurs or where a member of the public accessed the advertisement.

Private security services businesses; exception for certified public accountants. Provides that a certified public accountant (CPA) authorized to practice in the Commonwealth and his employees are excepted from the licensing, certification, and training requirements for private security services businesses. Currently, CPAs who are licensed to practice in the Commonwealth are excepted from these requirements, but other CPAs who are authorized to practice in the Commonwealth, i.e., out-of-state license holders, are not.

Group homes of eight or fewer; public notice and hearing; smoke detectors. Allows a locality to require any party wishing to establish a certain type of residential facility for the aged, infirm, disabled, or those with mental illness to provide public notice and participate in a public hearing. The bill requires the operator of such a facility to install smoke detectors regardless of when the building was constructed and directs the Board of Housing and Community Development to adopt regulations establishing standards for requiring smoke detectors.

  • Nearly 2,400 state lawmakers return to session this week
    1.6.14 – Washington Post – This week marks the first wave of new sessions for the year, with 15 state legislatures reconvening. That means 2,398 lawmakers will get back to work to hammer out new policies and fix broken ones, according to legislator data from the National Conference of State Legislatures.     12.30.13 – The Guardian – The number of law enforcement deaths dropped to its lowest level in 54 years in 2013, according to a report published from the National Law Enforcement Officers Memorial Fund. The preliminary data shows that traffic accidents were the leading cause of officer death, with 46 killed. The second leading cause of death was firearms, which accounted for 33 officer fatalities.
